Compliance Framework
How RXtrader meets federal and state pharmaceutical distribution requirements.
DEA Registration & Scheduling
All buyers and sellers are required to hold a current DEA registration appropriate to their transaction activity. Schedule II transactions require Form 222 or CSOS compliance; Schedules III–V require full acquisition records. Our verification team confirms DEA registration status against the DEA registration database prior to enabling any account for controlled substance activity.
State Licensure Verification
Buyers must hold a valid pharmacy license, hospital pharmacy permit, or equivalent state authorization for every state in which they receive shipments. Sellers must hold a wholesale distributor license for every state from which they ship. RXtrader verifies state licensure at account creation and re-verifies annually or upon any reported change.
Drug Pedigree & DSCSA Traceability
In compliance with the Drug Supply Chain Security Act (DSCSA), sellers are required to provide Transaction Information (TI), Transaction History (TH), and Transaction Statements (TS) for all covered drug transactions. All pedigree documentation is stored on the platform and available to buyers for audit and regulatory purposes.
Hub Inspection Model
All shipments pass through a licensed third-party inspection hub before final delivery. Hub inspectors verify product authenticity against pedigree documentation, packaging integrity, proper cold chain maintenance where applicable, and lot number and expiration date consistency. Shipments that fail inspection are quarantined and the transaction is refunded through escrow.
Escrow & Payment Compliance
All transactions are held in escrow via Authorize.net until hub inspection is complete and the buyer confirms receipt. Escrow records are maintained as part of the full transaction audit trail.
Suspicious Order Monitoring
RXtrader maintains a suspicious order monitoring (SOM) program in compliance with DEA guidance. Unusual order patterns are flagged for review. Confirmed suspicious orders are reported to the DEA as required by 21 CFR 1301.74(b).
Record Retention
All transaction records, pedigree documents, inspection reports, and identity verification materials are retained for a minimum of seven (7) years and are available to authorized regulatory agencies upon request.
